General Description and Purpose
Primary responsibility for managing the operations of the physical plant and security. Assist the Vice-President of Finance and Operations in planning, organizing, and controlling the operations of the college including purchasing process, accounts payable, business affairs, federal financial aid and auxiliary enterprises. Responsible for all grant processes under the supervision of Vice-President of Finance and Operations. Represent the college in relations with financial institutions, government authorities and community affairs in absence or support of Vice-President of Finance and Operations.
Primary Functions/Responsibilities
1. Assists in managing all financial and accounting operations of the college, including design of systems, preparation and presentation of financial reports, establishment and implementation of internal control procedures, coordination of external audits, supervision of billing and collection of all revenue including financial investments, supervision of all disbursements including payroll. This covers management of the Business Office and the Financial Aid Office.
2. Assists the VP of Finance and Operations-in planning for the entire institution including preparation and administration of the college budget.
3. Manages the operation and maintenance of the physical plant including planning, design and construction decision, and the security for these physical facilities and maintenance of the college vehicles.
4. Supervises Security Staff.
5. Assists in managing a comprehensive risk management program for protection against losses physical facilities and other liabilities.
6. Assists in managing contractual supervision over the bookstore and cafeteria operations of the college.
7. Assists in formal bid and purchasing processes for the college.
8. Responsible for any special projects, such as automation of business office processes.
9. Responsible for grant reporting and accounting including KBOR, Federal and others as appropriate.
10. Other duties as assigned.
Coordination and Accountability Tasks
1. Assist the Vice-President of Finance and Operations concerning financial matters, accounting and informational systems matters, federal and state laws and procedures in payroll and employment matters, scheduling and maintenance of the physical facilities, including the security and risk management programs, auxiliary operations, and Student Financial Aid operations.
2. Assist the VP of Finance and Operations with Board of Trustees and its financial committee advising them on financial and operational matters.
3. Organize and coordinate committee activities in area relating to primary responsibilities.

Required Knowledge, Skills, Abilities, and other Characteristics
1. Knowledge of fund accounting and accounting theory and applications.
2. Knowledge of a computerized integrated management information system.
3. Knowledge of federal and state payroll tax laws and procedures.
4. Knowledge of sound and comprehensive risk management program.
5. Ability to work with financial institutions, federal and state authorities.
6. Knowledge of budget preparation and control procedures.
7. Knowledge of basic management principles, including the ability to plan, organize, and control the work of others.
8. Knowledge of physical plant maintenance, operations and construction.
9. Ability to work with others, coordinating activity toward mutual goals.
10. Ability to supervise, train, and motivate employees.
11. Persistence to see projects to a successful and timely completion.
Experience
1. Financial and/or administrative management experience required. Experience working with federal and state authorities in payroll and employment laws and procedures preferred.
2. Experience in accounting/finance/facilities/security in higher education preferred.
3. Experience with grants processes preferred.
Education
1. Bachelor's degree in accounting, finance or related field required.
2. Master's degree in accounting or finance or related field preferred.
Certifications and/or Licensure
CPA certification preferred.
